In the current world economic operation, "international production capacity cooperation" has been repeatedly mentioned. Some scholars believe that this concept is to export the industry as a whole through investment in factories, production lines, and infrastructure. On this basis, Zhu Li believes that production capacity cooperation is also the integration of capital, technology, management, resources and other aspects to enable coordinated development of all aspects. Zhu Li said, "In the past ten years, the total cross-border trade between China and ASEAN countries has increased at a progressive rate of tens of times each year, but capacity cooperation is not just about capital exchanges, but systemic cooperation."
The ASEAN countries have established close trade cooperation relations for a long time, but the economic exchanges have been in a state of imbalance for a long time. Zhu Li explained that although the exchanges are frequent, most of the cooperation between countries stays at a single and unilateral enterprise level, which is not conducive to sustainable development. "Long-term cooperation cannot stop at unilateral output. It should also combine the differences of all parties to establish a systematic industrial value chain, promote mutual integration, and truly achieve a win-win situation. Zhu Li gave his own advice on how to promote cooperation in production capacity. Recommendation: Promote cooperation under the principle of "mutual benefit, complementarity, and coordination." He said that countries and regions with perfect methods should help other regions develop advantageous industries and establish a systematic industrial value chain to form a regional production network structure. After that, we exchanged advantageous industries and resources from various regions in the course of cooperation, and each region learns from each other’s strengths to complement each other for coordinated development. Zhu Li said, “At present, what we need to solve is to accelerate the construction of various cooperation platforms, determine the key industries that need cooperation, and then provide funds. With the support of improving the corresponding supporting mechanism, international cooperation in production capacity will promote the long-term economic development of ASEAN countries."
